As we have already informed, at the invitation of Ambassador Wolfgang Isinger, President of the Munich Security Conference, President Serzh Sargsyan, who arrived in the Federal Republic of Germany on a working visit, took part in the Munich Security Conference today and addressed the issue of the Armenian-Turkish closed border. The President underscored that Armenia has done everything to overcome this situation, but Turkey continues to close the border with Armenia.
"The process of regulating the relations between Armenia and Turkey initiated by my initiative could have created new opportunities for both our countries and the whole region. Nevertheless, The protocols signed between Armenia and Turkey remained on the paper. Turkey not only did not ratify them, but also proposed preconditions that had nothing to do with the protocols. It was nothing more than a failure of a historical opportunity.
Does Azerbaijan hinder Turkey in establishing relations with Armenia, as many of us try to persuade? No, the main obstacle is the lack of political will of the Turkish leaders. I think you can imagine that many Armenian Diaspora representatives were not happy with our decision. It was natural because they are the heirs of genocide survivors and those who have been deported. I traveled all over the world, met with our sisters and brothers in the Diaspora, community-by-topic, and discussed this very sensitive issue with them.
Did the Turkish leaders demonstrate such political will, if they had any way of dealing with their signed documents?

The protocols were ne***iated based on the conditions. If Turkey wants to wait for other conditions, then ratify the protocols, it is a mistaken mistake. Under new conditions a new document should be ne***iated. Armenia does not speak in the language of preconditions, but does not accept any preconditions, " Serzh Sargsyan said.
