Եվրոպական միության և Հայաստանի միջև Համապարփակ և ընդլայնված գործընկերության համաձայնագիրն ՀԸԳՀ-ն (CEPA) այսօրվանից ուժի մեջ է։

Համաձայնագիրը սահմանում է կարևոր նշաձող ԵՄ-Հայաստան հարաբերություններում և ուժեղ ազդակ է առ այն, որ ԵՄ-ն և Հայաստանը հավատարիմ են ժողովրդավարական սկզբունքներին, օրենքի գերակայությանը և բարեփոխումների օրակարգին:

The Comprehensive and Enhanced Partnership Agreement between the European Union and Armenia (CEPA) entered into force today.

This is an important milestone in EU-Armenia relations, sending a strong signal that the EU and Armenia are committed to democratic principles, the rule of law and a reform agenda.

Chers amis, Je souhaite la bienvenue à tous les collègues et participants, la communauté francophone où que vous soyez.Bienvenue dans notre débat sur La francophonie dans le monde d'après. Au nom du Groupe des Ambassadeurs francophones, je voudrais remercier Institut français des Pays-Bas pour l’initiative d’organisation de cet événement. Beaucoup de choses ont été dites, écrites et analysées sur le COVID, sur ses implications, les conséquences et les opportunités après la pandémie.Les gouvernements, les organisations internationales, les centres de recherche, les journalistes débattent 24 heures sur 24 sur le nouvel ordre mondial post pandémique, alors que la situation d'urgence sans précédent devient déjà une nouvelle normalité, lorsqu'un dîner au restaurant, passage aux théâtres et cinémas ou des visites chez des amis n'est plus possible. En plus, pour beaucoup de pays francophones comme le Liban après l'explosion du port de Beirut ou l'Arménie après l'agression de l'Azerbaïdjan et la Turquie, qui a laissé des milliers de victimes et environ 40000 civiles déplacés en Artsakh, la pandémie et la post-pandémie sont plus compliquées et demandent plus d’efforts et de solidarité.La solidarité que la France a montrée en s'engageant dans le processus de la stabilisation politique au Liban et aide humanitaire destinée aux victimes de la tragédie de Beirut, les efforts pour la paix que la France a fait pour mettre fin à l'agression de la Turquie dans la Méditerranée, qui affecte les deux autres membres de notre famille la Grèce et le Chypre. La solidarité que le secrétaire général de l'OIF Louise Mushikiwabo a montrée en dénonçant l'agression contre les arméniennes. La solidarité dont nous avons besoin pour reconstruire nos vies en Afrique, en Asie, en Europe ou ailleurs, en soutenant des initiatives pour habiliter les femmes et investir dans l'éducation, se concentrer en faveur de la préservation de notre planète et promouvoir l'agenda vert.Je suis sûr que l

Հայաստանի դեսպանի հանդիպումները Լյուքսեմբուրգի համալսարանի ռեկտորի, Էյշի քաղաքապետի և Ստարտափերի տան գործադիր տնօրենրի հետ Մարտի 8-ին դեսպան Տիգրան Բալայանն այցելեց Լյուքսեմբուրգի համալսարան, ուր ռեկտոր Ստեֆան Պալաժի հետ հանդիպմանը քննարկեց նախորդ հանդիպմանը ձեռք բերված պայմանավորվածությունների իրագործման ընթացքը։ Հանդիպումից հետո՝ ռեկտորի ուղեկցությամբ դեսպան Բալայանը շրջայց կատարեց համալսարանի տարածքում, ծանոթացավ տարբեր մասնաշենքերում տեղակայված ուսումնական և գիտահետազոտական կենտրոնների գործունեությանը։ Տիգրան Բալայանի հաջորդ կանգառը Լյուքսեմբուրգի՝ մեծությամբ 2-րդ քաղաք, 2022թ. Եվրոպայի մշակությաին մայրաքաղաք Էյշն էր, որտեղ կայացավ դեսպանի հանդիպումը քաղաքապետ Միշո Ջորջի հետ։ Հանդիպման ընթացքում կողմերը մտքեր փոխանակեցին ապակենտրոնացված համագործակցության հնարավորությունների շուրջ։ Պայմանավորվածություն ձեռք բերվեց գործնական քայլեր ձեռնարկել մշակութային և բարձր տեխնոլոգիաների բնակագավեռներում փոխգործակցության հաստատման վերաբերյալ։ Օրվա վեևրջին հանդիպումը դեսպան Բալայանն անցկացրեց Լյուքսեմբուրգի խոշորագույն Ստարտափերի տանը (House of Startups) ։ Վերջինիս գլխավոր գործադիր տնօրեն Ֆիլիպ Լինստերը ներկայացրեց մեկ տանիքի տակ գործող բազմաթիվ ստարտափերի և միջազգային ընկերությունների գործունեությունը և կենտրոնի ընձեռած հնարավորությունները, որը միտված է՝ խթանելու նորարարական մոտեցումներով բիզնեսների գործունեության արդյունավետության բարձրացմանը։

The Azerbaijani authorities have committed crimes against humanity during the COVID-19 global pandemic with large-scale armed attacks against Artsakh and Armenia. This fact is proven and set forth in the new special report of the Republic of Armenia (RA) Human Rights Defender. The report is in English. This extraordinary report of the Human Rights Defender shows with concrete examples and expert analysis "the crimes committed against humanity by Azerbaijan in the context of a man-made disaster" during the COVID-19 humanitarian disaster. The special report sets forth that despite the statements of the UN Secretary General Security Council that the COVID-19 crisis should compel the cessation of hostilities in all situations, the start of the war by the Azerbaijani authorities in September-November 2020 endangered the lives of the entire population of Artsakh and their health, and intentionally caused death and suffering. It also significantly contributed to the increase in deaths in Armenia. All of this has been achieved by causing the acceleration and the rapid spread of the deadly virus, and by bringing about the fatal collapse of the healthcare system. Thus, in the period from March 1st to September 26th, 49, 400 cases of COVID-19 were registered, while during the war, from September 27 to November 9, that number reached 59, 287. In terms of mortality, 951 deaths were reported in the seven months before the war, compared with 658 during the war. These recorded facts once again prove the assertions of the Human Rights Defender, that the Azerbaijani authorities should be held accountable for war crimes, as impunity breeds new and more heinous crimes. The report will be sent to the relevant international structures and to RA state bodies.
