CSTO anniversary summit

After the collapse of the USSR, many attempts were made to create new integration ties in the post-Soviet space. One of them is the signing on May 15, 1992 of a collective security agreement, that became the basis for the appearance of an organization in ten years, designed to protect its participants.

Today, the organizations have six countries: Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia and Tajikistan, among which friction occurs due to the prevalence of national interests over the common ones. In this case, the situation with the supply of weapons from Russia and Belarus to Azerbaijan is indicative. Yerevan expressed special dissatisfaction to Minsk, which was associated with the sending in 2018 to Baku of the Belarusian Polonez. Then in Armenia they said that they were extremely unhappy with the sale of Belarusian offensive weapons to Azerbaijan, calling the incident big problem for bilateral relations, since "Armenia and Belarus are military-political partners within the CSTO".

The presence of problems in the CSTO was confirmed by the anniversary summit of the organization, which took place on May 16 in Moscow. The heads of state who arrived on him made many standard statements within the framework of the planned subject.

Experts consider the performance of the Prime Minister of Armenia Nikola Pashinyan atypical. He decided not to focus on the problem of NATO, nor on the Ukrainian crisis, or on questions related to the situation in Afghanistan or sanctions pressure. Pashinyan identified questions that personally interest him and Armenia, simultaneously criticizing the CSTO partners. In particular, he recalled that Yerevan paid attention to Azerbaijan’s aggressive actions many times, and after the start of the crisis in Nagorno -Karabakh in 2020, he did not receive the expected reaction from the CSTO.

In addition, the Prime Minister of Armenia criticized the lack of unity in the association on the foreign policy agenda and proposed to discuss the issue of synchronous voting at international sites.

Absolutely all the leaders who arrived on the anniversary summit have officially admitted that they see a tool for maintaining stability and security in the region in the CSTO and agreed that the development of the organization should continue to continue.

The result of the event was the adoption of the joint statement of the Collective Security Council, which expressed satisfaction with the level of interaction between the participating countries, is promised to actively coordinate the defense policy and protect the external borders of the associations, and also expressed concern for unilateral use of force or sanctions, and the willingness to constructively work with all aspects of the international process, including NATO.

In addition to the application, a decision was made to award participants in the peacekeeping operation in Kazakhstan and condemn by all participants in the CSTO attempts to falsify history and the ban on important historical symbols.

It should be noted that the official part of the summit did not reflect the whole essence of what was happening today - both inside the CSTO and around it. This, in particular, is evidenced by the Presidential Personal Meetings held on the events of the event. Russian President Vladimir Putin discussed with the Belarusian colleague a joint work on import substitution, organizing cargo transshipment in Russian sea harbors and the construction of the Belarusian port near St. Petersburg, as well as a "number of issues of the defense industry", including in the field of rocket science.

In an interview with Nikol Pashinyan, the President of the Russian Federation raised the issue of developing bilateral trade and economic cooperation, as well as regional security and stability in the South Caucasus, including the situation in Nagorno-Karabakh. During Putin’s conversation with the head of Tajikistan, the question was raised about the modernization of the armed forces of this republic with the support of the Russian Federation.

All this indicates that Russia continues to be considered by the rest of the organization as the main player in the post -Soviet space, on the position and actions of which the maintenance of stability and security in the region depends. Perhaps this fact can be called one of the most important results of the current meeting of the leaders of the CSTO countries.

In general, the development of the CSTO, despite the transformation of geopolitical reality, has not yet undergone serious changes. This became obvious not only following the results of the anniversary summit, but also to the subsequent statements of the Secretary General of the Organization of Stanislav Zasya, who considers the invisibility of the main achievement of the association. According to him, today we are again talking about joint measures to combat terrorism, drug trafficking and illegal migration, and in the CSTO the tendency that has existed for several years in our organization will continue-the transformation from the purely military-political bloc to the multidisciplinary platform to ensure security.
