Acceleration of European integration of Ukraine, Moldova and Georgia. Armenia is not up to visa-free travel.

On November 12, at a hearing in the European Parliament in Brussels the European People’s Party (EPP) presented a new vision of the EU’s strategy for the development of the Eastern Partnership program. They proposed launching a "Trio Process" for the next 10 years to accelerate the European integration of Ukraine, Moldova and Georgia, which already have association agreements and a free trade zone with the European Union.

The official document was presented by the Chairman of the Euronest Parliamentary Assembly Andrius Kubilius during the discussion "Our Strategy for the Future of the Eastern Partnership", which was attended by deputies of the European Parliament, representatives of leading research institutions of the European Union, as well as representatives of the public and politicians from partner countries.

Azerbaijan fears that such a limited vision of the development of the Eastern Partnership program could potentially lead to a split of the Eastern Partnership program and entail the lag of Azerbaijan, including the intellectual one.

Armenia doesn’t react to this statement. The government is in no hurry to integrate EU, as it takes into account all the following consequences.

The main is the multiple increase in the "brain drain" from the country. We see it in Moldova, Georgia and Ukraine after the introduction of a visa-free regime. Today data on the extent of the "brain drain" from Armenia are not available, but the Republic takes into account that the outflow of intellectual human capital poses a direct threat to the national security of the Republic and educational, in particular. Due to the emigration of specialists, the structure of labor supply is violated in a number of specialties in the labor market. So, the development of the country's scientific and technical potential is threatened.

Without violating the right of free movement of citizens, the state, first of all, must regulate the directions of migration, in particular, the migration of specialists, giving it an organized and remigration character.

While being a donor country, Armenia, firstly, should develop a targeted employment policy that maximally corresponds to the concept of human development, in terms of comprehensive investment in human capital. Secondly, it is necessary to formulate the most effective migration policy not only from the point of view of the strategic goal of promoting repatriation, but also the development and preservation of the scientific and technical potential in the homeland. Therefore, one of the most important priorities for the Republic is the creation of necessary conditions for the development of human capital and the repatriation of minds.

Regarding the development of cooperation with the European Union, for Armenia today it is most important to reach full implementation of the Agreement on comprehensive and expanded partnership with the EU. The Eastern Partnership program is not a priority for the leadership now.
