Significance of the Shusha Declaration for Armenia and Artsakh

The declaration of alliance between Russia and Azerbaijan, signed on February 22, is a counterbalance to the Shusha Document, which provides for a military alliance between Baku and Ankara, that isrelied on support of NATO partners.

In addition to the extremely negative significance of the Shusha Declaration for Armenia and Artsakh, it predetermines the desire of the Turkic states to build a new order of relations in the South Caucasus. The states that signed the declaration enter the global discussion about the new order of security and strategic stability in Europe with their own view on how it should be in the South Caucasus. They defined for themselves not red lines, but strategic prospects.

The Shusha Declaration outlined the task of further consolidation of the Turkic world and its expansion not only to the east, but also to the west. In the new global discussion on Europe, the Turkic factor is becoming an important element. And with what does Armenia enter into this discussion?

Firstly, is there an understanding that the Shusha Declaration predetermines the main threat to the existence of an independent Armenian state in the form of the desire of the Turkic world to revise the political map of the region and completely neutralize the Armenian issue?

Such a long-term strategy is based on the task of consistently narrowing the historical area of residence of Armenians in the region and reducing their numbers. Do we realize that the long-term tasks of the Turkic consolidation are the annexation of Syunik and the physical unification of different parts of Azerbaijan, as well as the de-Armenization of Artsakh (following the example of Nakhichevan) and the strengthening of the inferiority of the Armenian national security system and its greater dependence on external factors.

Some centers of influence will encourage such plans, other centers of influence will hinder. But the result of a global compromise between them may be the state sovereignty of Armenia.

Secondly, the Shusha Declaration leads to the understanding that the impossibility of defending the sovereignty, independence and state borders of one’s own country with one’s own forces and resources means being a flawed state, being directly dependent on external partners, even friendly ones. We must also be aware of and therefore assess the risks of a situation in which many will seek to: limit Russia's influence in the South Caucasus and completely oust it, create new levers of influence on Iran and limit its regional ambitions, elevate Turkey as the undisputed leader of the Muslim world, and control on its part, the main transport communications and the process of distribution of natural resources, as well as the spread of its influence on certain territories of Russia and China.

And thirdly, the Shusha Declaration is aimed at splitting the entire Armenian world. Therefore, it is important for us to proceed from the fact that the Republic of Armenia cannot be only a state for those Armenians who permanently reside in it. Armenia is the state of all Armenians, and it will guard the interests of all compatriots throughout the world. And they, in turn, must protect and promote the interests of the nation-state. At the same time, to determine that historically there are several national priorities: the strengthening and strengthening of an independent national state, a fair and final solution to the Artsakh issue, the desire for universal recognition and condemnation of the Armenian Genocide of 1915 in the world.
